The 2nd annual conference of Academy for Political Development took place in hotel Kolovare in Zadar, from September 26th -28th 2008. This event enables cross-generational and cross-sector gathering and collaboration of members of the Academy. The topic „Accession to the EU – Perspectives of Croatia and SE Europe“ gathered respectable lecturers and significant media coverage.
Conference was opened on Friday night in Aula Magna of University of Zadar by Nevena Crljenko, Executive Director of Academy for Political Development, Branislav Bibić, the president of the Academy’s' Steering Board, Cvjetana Plavša–Matić, Head of the National Foundation for Civil Society Development, François Friedrich, Coordinator of the Schools of Political Studies of the Council of Europe, dr. Srećko Jelušić, Vice-Chancellor of The University of Zadar and dr. Hannes Swoboda, European Parliament’s Rapporteur for the Republic of Croatia. All of the speakers pointed out this was a great opportunity for generating new ideas and encouraging faster Croatia's EU accession.
Saturday morning program started with a round table: „ Croatia and EU Enlargement in the Shadow of the Lisbon Treaty “. Key-note speeches were delivered by dr. Hannes Swoboda, Ana Lovrin, Minister of Justice, Vladimir Drobnjak, Chief Negotiator for Accession Negotiations with the European Union and dr. Vesna Pusić, President of National Committee for Monitoring of Accession Negotiations. The discussion that followed dealt with the issue of progress and obstacles on the way of Croatia’s approaching the EU.
The first part of the programme was open to the public and the media coverage was substantial, emphasizing public appeal made of the Steering Board, concerning recent physical assault on Academy’s alumni Igor Rađenović, Josip Galinec, as well as journalist Dušan Miljuš.
Saturday morning programme started with two parallel workshops: „EU Accession: The Progress in Protecting Human Rights?“ moderated by Tin Gazivoda and „ The Weakest Link: Public Administration, Judiciary and Corruption“ moderated by Igor Rađenović.
Programme continued after lunch with parallel workshops on the topic of : "Economic Development in the Context of EU Accession" moderated by Saša Cvetojević. The second workshop was entitled „Sustainable Development: Choice or Obligation? Accession Challenges in Environmental Protection and Sustainable Development”, moderated by Marina Škrabalo.
After the coffee break rapporteurs from the working sessions presented the main conclusions made during the workshops, placing them in the context of the conference’s main theme.
The last day of the programme started with a panel discussion entitled „European Perspective of the SE Europe“ with speakers: Goran Svilanović, former Minister of the Foreign affairs of Republic of Serbia and Montenegro, Bojan Bajić President of „Naša stranka“, Bosnia and Herzegovina, and Emil Kirjas, former State Secretary of the Ministry of Foreign Affairs of Macedonia. Discussion that followed showed shared frustrations and obstacles, and offered a perspective of interdependence among countries in the region, with an emphasis on learning opportunities, considering regional particularities and the progress each country SE Europe has made on its European path.
Conference was closed with both written and oral evaluation – participants have unanimously expressed their support for the idea that annual conference becomes a tradition of the Academy, as additional effort towards a better, more democratic and tolerant society, ready to meet the new challenges that Croatia will face in the future.
