5th Summer University for Democracy in Strasbourg
    „The crisis of leadership“

The 5th Summer University for Democracy was held from 28th June to 2nd July 2010. The event entitled “The crisis of leadership” gathered participants from 16 organizations – members of the “Schools of Political Studies” network. The programme began with an opening speech given by Thorbjorn Jagland, Secretary General of the Council of Europe who welcomed the participants, followed by speeches given by Roland Ries, Senator Mayor of Strasbourg, Mevlüt Çavușo?lu, President of the Parliamentary Assembly of the Council of Europe and Gjorge Ivanov, President of “the former Yugoslav Republic of Macedonia”, on behalf of the Chair of the Committee of Ministers.

After the opening ceremony the programme continued with the three paralle introductory conferences: Leadership in a time of crisis (economic, globalisation, terrorism, organised crime…), chaired by  Wendelin Ettmayer, former Permanent Representative of Austria to the Council of Europe; Crisis of Politic and democracy, chaired by Bernard Boucault, Director of the Ecole Nationale d’Administration, Strasbourg and the conference entitled Civil resistance, democratisation and democratic sustainability  chaired by Jacques Semelin, Senior Researcher in Political Science, CERI-CNRS, Paris .

The Monday afternoon programme continued in parallel workshop chosen by participants according to their preferences while the Wednesday programme began with the professional workshops for local and national authorities, media representatives and civil society representatives. 

The Thursday programme consisted of regional conferences: “Energy and security issues in the Black sea region” (Schools of Armenia, Azerbaijan, Georgia and Russia), “Energy security and climate challenges“ (Schools of Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Kosovo, Montenegro, Romania, Serbia and Macedonia), „European integration and Eastern Partnership project“ (Schools of Belarus, Moldova and Ukraine). After the bilateral meeting with the School of Political Studies from Bosnia and Herzegovina, the participants from the Academy for Political Development visited the European Court of Human Rights.  

The closing session was conducted Friday morning when the final declaration was read out loud followed by awarding of the diplomas by the Secretary General Thorbjorn Jagland.
